    Unhappy should and must


    could you please help me with the sentences below;

    During the construction or operation, the neccesary permision must be taken due to change in design,plans, programmes and insturcions/proceeding.

    The approval should be taken during the construction or operation due to change in design, plans, programmes and instructions.

    1- which one is clear/correct...
    2- what is the differences between the approval and permission..
    3- what is the differences between the
    must be taken
    should be taken

    1. Both sentences are correct but I believe the wording in the first sentence is clearer.

    2. Approval is a consequence of permission. Think of it this way: Jim asked for permission to go to the movies and received his motherīs approval to go.

    3. "Must be taken" is expresses that something has to be taken; there is no choice. "Should be taken" expresses a suggestion for something to be taken; there is a choice.
