    The difference is that the latter is grammatically correct; the former is not so.

    It's easier to say what they have in common. They both imply that the person has never been to the place before.
    Could it be that 'It's my first time here' suggests that the person expects to get more experienced in something related to that place after he has visited it several times in the future?
