    Everyone tells/has told a lie at one time or another.

    Which verb is the correct one or is either fine with different meaning?

    I'd take "tells" in that case, because this statement would be true anytime....
    Anyways, both verbs would be correct to use.

    the sentences means the past because that something happend in diffrent time and known for us so it's better to use has told i think
