    Well what you wrote is not a complete sentence. It is simply a part that we call "subordinate clause" these clauses do not carry a meaning with out the finite or main clause.

    You're right, sorry.

    All towers get +3 in the Imperial Age (as if the were garrisoned)

    All towers get +3 in the Imperial Age (as if they were garrisoned)

    It looks like it's from the game Age of Empires, so it's "gamespeak."

    You can apparently "garrison" a tower (put troops inside it), which gives it a bonus. When the Imperial Age comes, it looks like all towers get a bonus, even if they don't have troops inside them.

    However, I don't play AoE, so this is a guess based on other games I've played.
