    well, this sentence is ungrammatical, it lacks some spices.

    it means: many people have known this city for a long time.

    this city has been known to many people for a long time more than others on earth.

    I thing for sure that the underlined part can be expressed in a better way to avoid ambiguity

    (although strictly it's not an 'ungrammatical sentence'. It's simply not a sentence.)

    'known to' is an unusual expression to use of a place; it's more often used in the context of people - "When you arrive, the first thing to do is to make yourself known to Jean - she'll make sure you have everything you need."
