    How to say such a person who do nothing but just have the title?

    A: I can't believe how come he doesn't know anything about this curriculum?

    B: ⓐ Dr Kim is just the titular program advisor,
    ⓑ Dr Kim is just in name only program advisor,

    you'd better ask Ms Tina who is next to him.
