    Dear teachers,

    Would you be kind enough to tell me whether I am right with my interpretation of the expression in bold in the following brief excerpt from an English text?

    “The constitutions of the majority of bourgeois states proclaim universal suffrage. However, because of a whole system of limitations (qualifications) and various reservations and amendments provided for in the legislation itself, large numbers of voters are barred from participation in elections.”

    to bar from participating in something

    to bar from = to forbid, to prohibit, to disallow, to remove, to eliminate

    Yes, you are correct. The voters are not allowed to participate.
