    "air conditioner"

You can now say, "Our workshop has air conditioning."

First, many thanks for your answering.

But the instruments, which looks like elecltric fan, can only get rid of the heat but not increase the temperature?

Can we still call it air conditioner?

An air conditioner that can cool as well as heat is called a reverse cycle air conditioner. You would have 'reverse cycle air conditioning'.

If it doesn't lower the temperature by pumping in cold air, and it is mounted in the wall or a window, and sucks/draws the air out of the room, then it is an extractor fan.
