    Usage of where and were

I am quiet confused about their usage !

I know where is for questions regarding locations and were is the past tense of are.

    but take this eg.

"Same is the case where a lawyer advices his clients on ...."

How does where come here ? Or is it actually were ?

Re: Usage of where and were

Many people incorrectly use "where" instead of "in which".
