Would you be kind enough to tel me whether I am right with my interpretation of the expressions in bold in the following excerpt from an English text?
"I'm not surprised that business is booming at the pawnshop because that's the only place where the cash is flowing.
Keeping those who are down from being out in Beverly Hills.”
keeping = supporting
are down from being out = are forced into insolvency (run aground, run into heavy weather)

out (=out in the street, sleeping rough) = homeless
