Would you be kind enough to tell me whether I am on the right track with my interpretation of the expression in bold in the following excerpt from an English text?
“They were acting as private citizens and not on an official visit, but Obama was using the statesmen to sound out the Russians on arm reduction.”
sound out = investigate, inquire, seek the views or intentions of…

Not so much 'seeking the views of', as asking questions in a cautious or discreet way, as to their opinions or feelings on a subject. This might be done by suggesting hypothetical situations, and questions such as, "How would you regard.../how would you respond to ...what would be your policy if...
Do you also speak German? "...mit my interpretation..."
