    Smile Help me with two questions please. Thanks!

    Please help me pick out the best answers for the following two questions. I would appreciate it even more if you would provide explanations too.
    1. Linda was ( ) the experiment a month ago, but she changed her mind at the last minute.
    A. to start B. to have started C. to be starting D. to have been starting
    2. ( ) at in his way, the situation doesn't seem so desperate.
    A. Looking B. Looked C. Being looked D. To look

    If you intended to do something but didn't do it use "was (were) going to" (I learned this rule from a Grammar Book).
    2. (Looking) at in his way, the situation doesn't seem so desperate.
    A. Looking B. Looked C. Being looked D. To look
    I could be wrong so let's wait for natives and advanced learners :)

    In my opinion the answer of the question 1 is : was A " to start"
    because" be+to do" : means : "be going to do" in the furture. i think it was to be : maybe mean the future in the past
