    The rain came in pants of intensity.

    "The rain came in bursts of intensity," would be the best way to say this, I think.

    Your original phrase does make a kind of poetic sense, though! Rain can sometimes make a kind of breathing noise when it falls harder and then more softly. Perhaps that's what you had in mind.
