    Know the suitable tense

"I'll return the newspaper when I through it."
    a) will have looked
    b) looked
    c) have looked
    d) look
    Dear Sir/ Madam,
Actually i want to know the suitable tenses that i can put in the space and why? as i know that if one sentence is future the second is simple present but they say that this is wrong and the tense must be present perfect

Option C is fine. You will have looked through the newspaper by the time you return it.
