    Smile say in other words

Hi dear experts. Could you paraphrase the following sentences:

    1. The average commuter spends at least two hours a day on a train, whilst even a small walk to the village shop constituents a journey.

    2. Recently the taxi-bus has been introduced, and cities such as Oxford have been declared fully Park and Ride zones.
