    In what way these expression are structurally ambiguous?

    The students complained to everyone that they could not understand.
    Flaying planes can be dangerous.

    #1 Who is it that does not understand - the students or "everyone"?

    #2 "flaying" = cut the skin off something. It would be very dangerous to faly a plane. However, the ambiguity is Are planes that are in flight dangerous or is the activity of flying[driving] the plane dangerous?
