    is this sentence correct?

    Please find the revised objective report again. The number of shipment will be counted by order instead of invoice started / effective from 2009.

    Please find the revised objective report again. Does this mean 'Enclosed please find the newly revised (or re-revised) objectives report,' ?

    The number of shipment will be counted by order instead of invoice started / effective from 2009. Effective January 1, 2009, the number of shipments will be counted by order (by the order in which they are received?)instead of the date the invoice was started.
