    When people say something 'begins at home,' they are saying that one need not look any further for an example or for the heart of an issue. So, the illegal settler finds himself living in a situation where every day will bring reminders of the ineffectiveness of international law.

    A very common use of the phrase is:

    Charity begins at home. (We do not need to look outside our own family to find opportunities for charity.)
