    I am not a teacher. I have a question regarding which to use, would or will, in this sentence: It is understood that ISR and ISP agents will / would be designated to carry Tasers.

    will, if it's certain.
    would, if it's a guess or hypothetical or expresses a directive/command. (Subjunctive mood).
