    Question to + ing

    Hello,

    I have seen this :
    "these are the steps to creating X"
    but this works too :
    "these are the steps to create X"

    Which one is correct ?

    And why could we say 'to creating' ?

    Both are ok, but creating as a gerund substitutes for a noun, the creation.
