    I am discussing the most common use of the words:

    Some of the most common uses of effect (when it is a noun) are:
    - Exposure to the sun had the effect of toughening his skin. (here it means 'result')
    - His protest had no effect (here it means 'influence')
    - This law will come into effect in 2015. (here it means 'the state of being effective or operative')

    affect is commonly used as a verb in the following ways:
    (note: it is used with an object)
    meaning: to act on; produce an effect or change in:
    Cold weather affected the crops.
    People became homeless in flood affected areas.
    Cancer had seriously affected his lungs.

    Well I wouldn't say it's common, but effect does mean bring about as a verb.
