    Indirect speech in the past

Please, if you are a native speaker who is 100% SURE of the answer, then fill in the gap:

Example of a correct answer (backshift):
Mr. Craz said: "My sister will do it."
Mr. Craz said that his sister would do it.

Mr. Craz said: "I can hear some noise. My neighbour must be arranging his furniture."

Mr. Craz said that he could hear some noise and that his neighbour _____________ his furniture.

    Thank you in advance.
