    Question pay lip service

    hi
    I cannot understand what this text want to say.
    would you please help me
    The US authorities would rather see the back of him, having paid lip service to the idea of guilt without actually charging him.

    Just as an aside, to me, in this sentence, the adjectival phrase in red seems dangling in mid-air.

    Anyway, in the sentence, to see the back of him means the US authorities would be relieved if he did not appear again. To pay lip service means while the US authorities agrees he was guilty of something wrongdoing and says he should be condemned, yet it did not file a lawsuit against him.
