    Question verb or none

May I ask you answer me
that what it wants to say?
and reflect and CHANGE are verb or none?
But whether one agrees or disagrees, the time is right to reevaluate, reflect and CHANGE when the status quo becomes intolerable and self-destructive

    They're all verbs.

But whether one agrees or disagrees, the time is right to reevaluate, (to) reflect and (to) CHANGE when the status quo becomes intolerable and self-destructive.
