    "Language" is from the Latin "lingua", French "langue", meaning tongue.
    However, deaf people use "sign language", so speech is not a necessary element so far as the term is used today.
    What is not language? - Animal communication, pictorial art, natural sounds such as wind rustling the trees.
    Are symbols such as a stop sign examples of language?

    If the question were "what is a language?" as opposed to a dialect, etc, that's another kettle of fish.

    Can't we say "Language is a means of communication of thoughts and feelings through a system of arbitrary signals, such as voice sounds, gestures, or written symbols."? Will it be wrong or any other mistake?

    Uhm, well, computers systems have a language, as do mathematicians, as do the hearing impaired, as well as animals. Language is a code ... You take it from here.
