    Yes it is a proverb, i would ask whether you had similar one in English.It means if someone is not willing to do something, he/she makes up an excuse.

    Like, if I ask my kids to do the dinner dishes and they ask where the kitchen sink is?

    Hmm. I wonder if we have something similar in English. Nothing comes to mind, but I"ll keep thinking.
