    The fan is .........................(I want to say: not working/down/out of order)

    Since a fan could mean that it is a person who admires another person, such as a singer or actor, then yes, "the fan is dead" could be used.

    It is presumably an electric fan, so dead is not a good word to use.

    In either case, it's okay to use dead.
