    Use of "as"

    I have a question regarding the use of "as"..

    I have been told that the following paragraph is incorrect:

    "Bufo marius toads, fierce predators that will eat frogs, lizards, and even small birds, are native to South America but were introduced into Florida during the 1920's as attempts to control pests in state's vast sugarcane fields."


    Instead, the correct one should replace "as attempts" to "in an attempt". The reason I am told is that "as attempts" is wrong because the attempt consists not of toads themselves, but of their introduction to into the environment. The problem I have with this is "as attempts" is close to the phrase "were introduced into Florida during the 1920's", hence this is what it modifies, instead of the phrase "Bufo marius toads".

    "as" denotes purpose. I would deem its use appropriate.

The introduction was done in an attempt to control pests.

    The fact still remains, both fixed phrases perfectly fit in the context. No difference in meaning.
