    Hello everyone

    I'd like to ask which "are sufficiently sensitive" refers to in the following sentence:

    Institutional conditions need to be created to ensure that decisions, if inevitably based on rough intuitions, are taken by those sufficiently isolated from interest groups, ideological considerations and are sufficiently sensitive to the policy outcomes.

    Does the phrase "are sufficiently sensitive" refer to decisions or does it refer to those sufficiently isolated?

    It refers to "decisions".
    To refer to "those sufficiently isolated" it could be written:
    "... are taken by those [who are] sufficiently isolated from interest groups and ideological considerations, and who are sufficiently sensitive..."
