    Users or Users'

    We are creating a new virtual forum which is dedicated to information exchange about the Library services.
    As a title, what will be the right option:
    Library Users Forum
    or
    Library Users' Forum?
    Please help.

    Both could easily be applied to the idea, but I'd personally go with the first one.

    I would opt for the second, as opposed to eng, just to not break the habit of a lifetime.

    Yeah and now it would perfect if someone, maybe a native, wanted to share their opinion on this subject with all of us users. By doing so they would have to sympathize with one of us, I guess.

    As you have indicated in your post, this forum is going to Internet based.
    Most forums use the title without the apostrophe. Although not entirely grammatically correct, I think it is valid to use the title without an apostrophe, because it has slipped into common use.

    I would go without as it will be a Forum for Library Users, not necessarily a Forum of Library Users.

    The library users do not own the forum.
    "library users" is like an adjective, describing what kind of forum it is, whom it is intended for.
