    What the rest of it, the context?

    At refers to the summit, no particular place; e.g., we'll meet you at the summit; at the summit you will see the sun setting.

    On
    refers to the ground; e.g., we'll meet you on the summit (floor); (if you are standing) on the summit, you will see the sun setting.

    As far as the top of a mountain is concerned, I have heard both prepositions used by native speakers in various contexts. I would say both are acceptable. After all, both make sense: you are indeed on the mountain, and you are indeed at a specific location. That's my take on it.
