    Lucky are the people, whose fears can be conquered by their abilities.

    OR

    Lucky are the people, who's fears can be conquered by their abilities.

    WHICH ONE IS CORRECT.

    The first one is correct. 'Who's' is the contraction of 'who is'.

    Lucky are the people whose fears can be conquered by their abilities.
    (You need to remove the comma: it's a defining clause, which answers "Which people are lucky?").
