    It is a garden built upon its sense of local identity.

    What is the meaning of this sentence?

    It means that the garden reflects the local environment. It is built with native plants, and fits in with the predominant atmosphere or "feel" of the place.

    I think it's also semantically wrong. If "its" refers to garden, then the garden cannot have a sense of it's own local identity before it's even built. But perhaps I have the context wrong.
