    Thumbs down the matter of

    1.Is swimming under water very difficult? – No, it’s just a matter _______ able to control your breathing.
    A. to be B. of being C. that you are D. if you had
    “B. of being” is correct. However, how can I explain that “C. that you are” is not correct? Many thanks.

    "a matter of" is a common usage.

    "a matter that" is not a common usage even though it may be gramatically correct.

    I believe that in any language there are a number of usages that are gramatically correct but raraly used by native speakers.
