    FACT AND FACTS, phural or singular

    Dear Sirs,

    I would like to ask you if the word "FACTS" plural or singular.
    in the following sentence what should we choose?
    Facts, not emotion (is, are) needed to solve this problem.
    Could you please tell me the answer "is" or "are"?
