    make waves

    Hello.

    - One of the first things you have to learn if you want to be a successful bureaucrat is not to make waves.
    - If you want to succeed in this company, don't make waves. Just go with the flow.

    Can I say create problems instead of make waves and make waves? Yes or No?

    Yes. You could.
    But "Don't make waves" is more explanatory of the type of problems not to create than simply saying "Don't create problems".
    It means "Don't create problems that will upset your boss or co-workers, or that will interfere with the smooth running of the place."
