    ERROR IDENTIFICATION:
    .
    Even though he was exhausted, Harry wrote to his parents a letter explain the situation
    => the answer is “D. explain” because we say “write to someone something explaining something else. Sorry I couldn’t make head or tail of this expression. Who can give me a clear explanation. Many thanks.

    It's the result of a reduced relative clause: ... a letter that explained the situation.
