    1.
    There are laws _____wild animals.
    A. to protect
    B. protecting

    2.
    Some were poor, without even a raincoat ____ the weather, while others were
    owners of great wealth.
    A. to protect themselves from
    B. protecting themselves from

    Both A&B are correct in 1, but only A fits 2.

    Sentence1 is a general statement, while 2 becomes a specific occasion if I use B or
    some other reasons?

    I'd appreciate it very much if you would help me out of it.

    You gave the correct answers. We use the 'to' infinitve for a 'purpose'. The 'to' infinitve - to protect - is the purpose for the raincoat.
