    Arrested on charges of .....

    If a news report uses the term like ' he was arrested on charges of espionage', does it have to mean a charge has been brought against the arrestee?

    The reason I ask this question is I read a news script using that kind of term, but actually it was just an arrest for further interrogation and no charges have been filed. In this case, I want to know if ' he was arrested on charges of espionage' is appropriate?

    If no charges have been brought it should be 'arrested on suspicion of espionage'.
