When an action stops, it does not continue or proceed further.

Is there a sentence like “_____ is stopping”, and it makes sense?

Until the rain stops, it is still raining, the rain may be getting lighter, but not yet stops.




I am not a teacher.

The rain is stopping: the rain is easing and going to stop.
The train is stopping: the train is slowing down and going to stop.

There's nothing wrong with 'The rain/bus is stopping', meaning 'gradually coming to a halt'.
