hey,
Is the difference between using a and an based on a spelling rule of written English or a phonological rule of spoken English and what kind of examples would provide clear evidence in support of the rule?

thank you so very much!!!

"a" is used before a consonant sound, "an" is used before a vowel sound.
"An umbrella"; "a university", for example.
