Is this text correct or should I reformulate it?

The public transportation system in Metro Manila is a complete disaster. Only 3 light rail lines exist for 25 million people, most taxi drivers try to cheat you and always get struck in traffic jams and the jeepney and bus system is cheap but totally unintelligible for outsiders.

It's good. There's no strict convention, but we usually spell out smaller numbers, like "three." Using the digit looks careless.

Some style guides recommend writing numbers from one to ten as words, while others go up to twenty.
