Maybe the writer or the editor made a mistake of "a half an hour", which I think doesn't make sense. Doesn't it have to be "half an hour"?

gp32)In Mongolia, ger simply means "home"...When taken down, it can be put into the back of an ox cart and set up again in a half an hour...

I cannot answer from the prescriptive grammatical perspective, but from an everyday usage sense, the 'a' seems out of place, and it would be better without it.
