Is my answer correct?
Question: Sunshine during a shower can cause a rainbow to form.
My answer: A rainbow can be formed when sunshine during a shower. (‘when’ is fixed in the middle. I cannot change it)
I find the question odd and my answer incorrect.

No, that doesn't work. A verb is needed after "when"; e.g.,
A rainbow can form when the sun shines during a shower.

Also, please write your posts using the default font size in future. :)

It's a synthesis exercise to rephrase the sentence with when positioned somewhere in the middle.

The sentence given was 'Sunshine during a shower can cause a rainbow to form'.

Eg: ___________________________________ when _____________________________________
