A slap on the wrist

I have tried to use "a slap on the wrist." Is my sentence grammatically correct?

The six-month sentence for the company owner who has embezzled millions of euros and left hundreds of his workers jobless is seen by many as a slap on the wrist.

I can't immediately see a reason for "who has embezzled". I'd just use "who embezzled".
