I wonder what are the practical differences in the following:

the wife gives birth vs the wife is in labor

Giving birth means delivering a baby. It's the culmination of the process of labor, which is pushing the baby through the birth canal.

Note that "delivering a baby" can apply both to the mother and to people assisting her. My little sister was in such a rush to be born that she arrived before anyone but my father could be on the scene. As a result, my father delivered my sister.
