Yes. You can say "Here you are".

People also say (in AE), "Here you go." They also say that in Australian. (A couple of the "kids" on "my" forum are Australian.)

It could. Basically, it just means somewhere else. BTW, a popular nickname for Australia is Down Under. I might have been unconsciously thinking of that.
