about "those"

"it seems that more effort should be made to develop students' positive attitudes towards those around them."

what i want to ask is, what is the "those" in the sentence above equivalent to ?

is that equivalent to "those people who are" ??

It is equivalent to "those students who are"

In such cases, you usually have the right to omit the congunction e.g.

The man whom I met = The man I met

It doesn't have to be resticted to students- it coulkd include other people. In an educational context, staff would be included in this, IMO.;-)
