Accountability? (Not counting amount of money)

I say a documentary about the security firm deployed in any country during a war in order to protect diplomat. I hear in this documentary, there is no accountability for those security agent and I would like to know what do they mean about that kind of accountability?

In this context it means responsibility. The security agents cannot be held to account for what happens.
