Considering that icebreakers only operate on bodies of water, it doesn't seem natural to speak of anything to do with them throughout a country which is mostly inland.

Does the program perhaps distribute work on the icebreakers to companies located throughout Poland?

Perhaps a simple change in word order might work:
Building the four new ships constitutes part of the programme throughout Poland to renew a flotilla of icebreakers.

This would mean that there is a big project and workers from all over Poland (not just in the shipyard) are participating in and benefitting from this project.
